Reissue of Passport: Application, documents & fees

A passport is an essential document issued by the government to certify your identity and citizenship in India and enables you to travel abroad. An ordinary Indian passport is valid for 10 years from the date of its issuance. After the expiry date of a passport, the passport will become invalid for the purpose of traveling abroad. In such a case, you need to apply for a new or reissue your passport.

What is the reissue of an Indian passport?

A passport is reissued when the applicant or a passport holder requires an entirely brand-new or fresh passport. Passport reissue and renewal are different from each other and you should not confuse them to be the same.

You can apply for a passport reissue when you need an entirely new passport. You will be provided with a new booklet with a new passport. A passport is reissued in the following situations:

Reasons to apply for reissue of passport

• Expired passport or due to expire within three years (other than validity)
• The passport validity has expired for more than three years
• Change in personal information like address, date of birth, name/surname
• Stolen/ damaged passport
• Lost passport
• The passport booklet has been damaged and disfigured in any way
• Exhaustion of pages in the current passport

How to apply for reissue of passport online

To apply for the reissue of your passport online, you need to follow the steps below:

• Visit the Passport Seva Portal and register yourself by entering details like passport office, name, date of birth, email address, etc.
• After registration, sign in and click on ‘Apply for Fresh Passport/ Reissue of Passport’.
• Fill up an online form with all personal details and click the ‘Submit’ button.
• Click ‘Next’ to schedule an appointment with the Passport Seva Kendra (PSK).
• Select the relevant application and click ‘Pay’.
• Choose the payment option and PSK in the region.
• Authenticate and click on ‘Next’.
• Pay the passport reissue fee and book the appointment.
• You will receive an auto-generated application receipt.
• Take a print of the receipt and carry it with you on the date of appointment at PSK.

Offline application

Even if you want to apply for a passport reissue offline, you have to initiate the application on passport seva website once. Thereafter, you can follow these steps:

• Download the e-form available under ‘Forms and Affidavits’ section.
• You will be redirected to a page where you need to select between a fresh passport and reissue of an Indian passport.
• You can also download the Police Clearance Certificate (PCC) from the portal. Take a printout of the same along with the e-form.
• Fill up the form with details like name, age, date of birth, address, old passport booklet number, reasons for reissue of an Indian passport.
• Submit the filled form along with documents, such as identity proof, address proof, and old passport booklet to the nearest passport office.

Pay the reissue fees online to complete this application process.

Documents required for reissue of Indian passport

When applying for passport reissue, you need to submit certain documents. You must note that the Passport Seva Kendra (PSK) or the Passport Office at which you apply may ask you for additional documents, depending on the case. Here are the basic documents required for reissue of an Indian passport:

• Identity proof: An ID proof that has your full name.
• Age proof: A document that confirms your date of birth, such as a birth certificate or school certificate that contains your date of birth clearly.
• Address proof: Your address proof that mentions where you reside, such as Aadhaar card, voter’s ID card, or utility bills (electricity bill, water bill, postpaid telephone bill), etc. that has the same address as in the application form.
• Photographs: 2 recent passport size photographs.
• Old passport booklet: You need to submit your expired/ damaged passport booklet to avail a new passport.
• Self-attested photocopy of first and last pages of old passport: Provide the self-attested copies of the first two and last two pages of your old passport booklet.
• Receipt of appointment: Printout of the appointment booked online with Passport Seva Kendra, confirming fee payment, time, and date of appointment.

Police verification for passport reissue

Once your application for a reissue of an Indian passport has been submitted, the PSK will decide on the passport police verification – whether pre-police verification is required or post-police verification. For example, if you apply for a reissue to change your name/ surname, address, DOB, etc., the reissue is subject to pre-police verification. On the other hand, post-police verification would be required for reissue if you apply for the same passport after the expiry of the current passport or the booklet is exhausted.

Police verification for the reissue of the passport would depend on the records of the PSK and the availability of the resources to conduct necessary verifications. The passport office may carry out different types of police verification for the reissue of a passport if the passport has been lost or misplaced or stolen. The passport number will not change, only the validity will be extended.

A damaged passport is classified into two categories:
– A passport that is damaged but the number and name is legible, and the photograph is intact.
– Passport is damaged beyond recognition.

You can get the ‘Emergency Certificate’ to travel to India, by contacting the respective mission/ post of the country you are in.

Normally, it takes around 15 days to complete the process for reissue of an Indian passport. If you apply for the same in Tatkal mode, it may take 5 – 10 days.
